One Japanese diplomat in Lithuania named Chiune Sugihara, found himself in a bind when he encountered many Jewish refugees seeking visas to leave Lithuania to escape the Holocaust. Sugihara tried to get permission to grant visas to Jewish refugees but to no avail. The Japanese Government denied him the permission that he was seeking.
